Honorary Consul Emin Najafli
Diplomat, Ukrainian lawyer, and public figure.
Since February 15, 2020, he has held the position of Honorary Consul of the Republic of Kazakhstan in Kharkiv, with a consular district covering the Kharkiv, Poltava, and Sumy regions.
Since August 22, 2020, he has also served as the President of the Kharkiv Diplomatic Club.
Born on May 6, 1977, in the city of Agjabedi (Azerbaijan).
Married, father of three sons. He upholds family values and actively participates in charitable initiatives.

• 1992–1996 – Studied at a professional lyceum in Antalya (Turkey), majoring in Hospitality Business and Tourism.
• 2006–2012 – Studied at the Yaroslav Mudryi National Law Academy of Ukraine, earning bachelor’s and specialist degrees in Jurisprudence.
• 2019 – Defended dissertation for the degree of Candidate of Legal Sciences on the topic “Administrative and legal principles of advocacy in Ukraine.”
• 2025 – Earned the Doctor of Legal Sciences degree with the dissertation “Digitalization of Public Administration: Theoretical and Legal Discourse.”

• Became President of the Kharkiv Diplomatic Club after an international conference on the role of diplomatic missions.

• Held a series of meetings with honorary consuls from various countries (Israel, Slovakia, Brazil, Lithuania, Georgia, France, Germany, Turkey) to develop intergovernmental relations.

• Participated in the international conference “The Path of the Leader” dedicated to the anniversary of President N. A. Nazarbayev.

• Represented Kazakhstan at the Ukrainian-Kazakh Investment Forum at the Chamber of Commerce and Industry of Ukraine (Kyiv).

• Initiated the signing of a memorandum between the National Pharmaceutical University and the Kazakh National Medical University named after S. D. Asfendiyarov. Develops academic cooperation between Ukraine and Kazakhstan.

• since 2020 to the present, organizes cultural, youth, and educational events at the Kharkiv Diplomatic Club. Promotes international dialogue and supports youth initiatives.

• 2020 – Organized and supported charitable aid during COVID-19 for medical institutions, police, border service, children’s funds, and citizens of Ukraine and Kazakhstan.

• During the COVID-19 pandemic, provided over 80,000 medical masks and made charitable contributions totaling more than 500,000 UAH.
• 2021 – Contributed to the opening of the sculptural composition “Phenomenon of Science and Health” at the National Pharmaceutical University.

• August 2020 – Received a Letter of Gratitude from the Ministry of Foreign Affairs of Kazakhstan for supporting bilateral relations and assistance during the COVID-19 pandemic.

• Initiated and organized a Kazakh culture evening dedicated to the 175th anniversary of Abai Kunanbayev.

• Supported the idea of creating a Kazakhstan exhibition hall in the “Marshal Konev Heights” museum.

• Organized a photo exhibition dedicated to the 30th anniversary of the closure of the Semipalatinsk Test Site. Promotes Kazakhstan’s anti-nuclear initiative and the global peace movement.

• Founded the Kazakh language school “Shanyrak” under the Honorary Consulate of the Republic of Kazakhstan in Kharkiv. Promotes the preservation of national culture and language among the Kazakh diaspora.

• Organized medical examinations for students of the Kazakh language school “Shanyrak” before the start of the school year.

• Welcomed the Kazakh search team visiting sites of military operations of the 106th Akmola Cavalry Division and contributed to the development of Kazakhstan’s historical and archival project in Ukraine.

• Initiated a social project “Fort of Invincibility” in the center of Kharkiv (January 22, 2023): provided Starlink, heating, charging devices, food for citizens; organized consulate staff and Kazakh diaspora duty shifts.
